Sunshine 811 · Florida Building Code · planning baseline 21 days
Florida Building Code is the statewide baseline. The city, county, or township still owns the checklist, the fees, and the portal.
Sunshine 811. At least two full business days before digging, and not more than ten calendar days before. Florida requires a positive response (Florida Statutes § 556.105).
- Statewide code, product approval, and high wind. Local amendments cannot weaken the wind design.
What a project type pulls
- Screened lanai or deck. A porch, deck, or screen enclosure attached to the house. Breaks ground, about 2 ft, so 811 is on the checklist.
- Roof replacement. Tear-off and new roof covering. No digging unless you add new drains in the yard. No excavation, so no 811 ticket.
- Electrical service upgrade. A larger panel or new service lateral from the utility. Breaks ground, about 3 ft, so 811 is on the checklist.
- Addition or ADU. New conditioned area, including an accessory dwelling. Breaks ground, about 4 ft, so 811 is on the checklist.
- In-ground pool. A dug pool, spa, or both, with a barrier. Breaks ground, about 6 ft, so 811 is on the checklist.
- Utility lateral / overhead to underground. Converting or placing lines, usually in or along the right-of-way. Breaks ground, about 5 ft, so 811 is on the checklist.
- Fence. A new fence, including a pool barrier fence. Breaks ground, about 2 ft, so 811 is on the checklist.
- Rooftop solar. Panels on an existing roof, plus the electrical interconnection. No excavation, so no 811 ticket.
Where this sits
- Legacy portals configure a workflow and then go quiet. They do not draft the package or see the 811 conflict.
- Applicant tools fill forms across cities. They still hand a human the odd jurisdiction and the utility risk.
- Plan-review AI catches comments after intake. Orbit tries to keep the bad file from being filed.
